San Francisco

I mean, it's nice that San Francisco already governs itself like it is not part of the rest of the country, but maybe the time has come for the rest of California (and the country, for that matter) to call the city on it bluff. Let 'em have a vote and once they decide to secede, we can all collectively say "see ya".............
