So now we have Vietnam and (more depressingly) Libya on the U.N. Security Council: http://www.washingtonpost.com/wp-dyn/content/article/2007/10/16/AR2007101601996.html. Not having grown up in the U.S., I can't pretend to have the emotional reaction to seeing Vietnam on the Council, but I have a definite, negative reaction to seeing Libya get elected. Worse yet, and perhaps not surprisingly given the State Department's headlong rush to embrace Arab autocracies, the United States did nothing to oppose the Libyan candidacy.
I guess that the bombing of Pan Am Flight 103 has now been forgotten, at least from an official standpoint.
