There is a report in today's Washington Times that terrorist groups such as Hezbollah or al Qaeda may very well choose to attack the U.S. coastal cities (keep in mind, 70% of the American population lives within an hour of some coastline or another) with chemically-, biologically- or nuclear armed warheads attached to old ballistic missiles such as Scuds and launch them from cargo transport ships outside U.S. territorial waters: http://www.washtimes.com/news/2008/aug/07/threat-of-scud-attacks-a-reality/. The technology to do this already exists.
To answer the inevitable question, yes, I live within an hour of the coastline near a major "coastal" city. Yay............
