A judge in Canada has ruled that the government wrongly denied a passport to an Algerian-Canadian who was convicted and served time in a French prison for being involved in terrorism: http://www.cbc.ca/canada/montreal/story/2008/03/13/kamel-passport.html.
Maybe it's just me, but it would seem like actually being convicted of being a terrorist would be a sufficient reason to deny someone a passport...........
